I have a case in Windows 7 & 8.1 where the USB modem resource is being captured by an unknown service? process? application?

(I suspect it is a false windows update.)

Can I use SIW to find what is causing this resource to be blocked?

(locations and networks are not connected. Both sites have a Dell XPS 7800. Seem to happen after browsing many web sites. )
