SIW found my lost Acrobat key.  Yay!

But on both Win10 Pro x64 and win7 Pro x64, running the Technician version from a flash drive, I get an error; see attached.  Seems to work fine without that DLL but it's ugly.

Somebody (your Administrator) or something (your Antivirus) doesn't give you access to a file.
