When I set the display theme to dark (Tools->Options->General->Theme) from light it look the way I expect it to: light grey text on a black background.
However when I exit siw and restart it, I get light cyan text on a blue background when the program is in focus, and it switches to white text on a medium grey background when I move focus (the mouse) elsewhere.
Switching back to light or none and restarting siw I get the expected black text on white background.
How can I keep the dark theme from changing colors?

Turning off "Show accent color on title bars and windows borders" in Settings->Personalization->Colors fixed the problem with siw

That almost sounds like the theme settings are being overridden by Windows rather than SIW itself. If the colors only change after restarting the application, it might be worth checking whether Windows is forcing a high-contrast mode or whether there's a compatibility setting affecting the UI.
I'd also try resetting SIW's configuration or testing the portable version, if available, to see whether it's a corrupted settings file. That should help narrow down whether it's an application issue or something specific to your Windows profile.
