No SIW Window

Latest version:
SIW asks for permission to make changes
Answer yes
SIW window fails to open.
SIW shows as active process in Task Manager but no SIW window.

Old version of SIW still works properly.

There is no crash file.

I executed the items in step #2. When I run SIW64 again, there is no crash file. SIW64 shows up as an active background process in Task Manager. It does not appear to crash. There is just no SIW window at all. When I run an older version of SIW (16.04.0405b 64-bit Technician Version), it works fine.

I tried putting the ini file in the SIW directory. All entries remain as =0.

siw64.exe is excluded from detection by Eset.

Did that.  Same thing happens.  I don't see any log file.  myeasylog.log in \SIW folder is an empty file.

Totally disabling Eset anti-virus does not help.
Same problem exists.
Also, same problem exists on my Surface Pro laptop. Latest version: no siw window. Older version: works fine.
