Windows 10 CPU Speed Issue

Upgraded to Windows 10 Anniversary edition running SIW 2016 V6.3.0712 Technician's Version and noticed the max CPU Speed is way high, sometimes as high as 24Ghz. I have attached a screenshot of this glitch.

I have run it while using the most intensive programs I have and it is operating correctly on this DEBUG version.
